 Resumo:

Esta dissertação tem como objetivo geral investigar a inter-relação do Custo Humano da Atividade com as relações sociais de trabalho em um serviço de teleatendimento governamental. Trata-se de um estudo em Ergonomia da Atividade que contempla três dimensões analíticas: as relações sociais de trabalho, custo humano da atividade e vivências de bem-estar e mal-estar. Utilizou-se como abordagem metodológica a Análise Ergonômica do Trabalho – AET, cujas etapas foram análise documental, aplicação de escalas psicométricas, observação livre e sistemática da atividade (30h) e entrevistas semi-estruturadas (n=20 teleatendentes). Para análise dos dados quantitativos calcularam-se medidas de tendência central e de dispersão e efetuou-se teste quiquadrado de independência. O tratamento das entrevistas foi realizado com auxílio do software Alceste. A análise dos resultados identificou uma associação entre as relações sociais de trabalho e a organização e as condições de trabalho. Desse modo, melhorias ou dificuldades em uma dessas dimensões exercem conseqüências positivas ou negativas sobre as demais. Assim, para se compreender as relações sociais estabelecidas na central tornou-se necessário caracterizar a organização e as condições de trabalho presentes neste contexto. Quanto à organização do trabalho, os teleatendentes possuem pouca autonomia para ajustar o ritmo de trabalho e estão expostos a tarefas repetitivas efetuadas sob monitoramento constante. No que se refere às condições de trabalho, identificaram elementos críticos referentes aos aspectos físicos ambientais e à gestão das informações. Tais fatores interferem nas relações sociais de trabalho uma vez que a organização do trabalho favorece interações marcadas pela burocracia, autoritarismo, rigidez e controle, enquanto que as condições de trabalho contribuem para constantes conflitos entre pares e entre teleatendentes e chefes de turma. Todos esses elementos do contexto de produção de serviços em teleatendimento acarretam custo humano aos teleatendentes que pode ser despendido nas esferas física, cognitiva e afetiva. Nesta pesquisa destacam-se principalmente os custo cognitivo (variedade de informações e diversidade de usuários) e o custo afetivo (controle das emoções na interação com o usuário). Para lidar com o custo humano, os teleatendentes desenvolvem estratégias de mediação (reformular ou antecipar a demanda, pesquisar na Internet, ligar para a supervisão) que quando eficazes são promotoras de vivências de bem-estar, caso contrário, podem ser geradoras de vivências de mal-estar. As relações sociais de trabalho, neste contexto, assumem uma dupla função, pois podem tanto ser geradoras de custo humano quanto exercerem papel de estratégias de mediação. Conclui-se que quando as condições e a organização do trabalho se configuram elementos obstaculizadores da atividade, as relações sociais de trabalho assumem importância fundamental, pois interações satisfatórias produzem vivências de bem-estar podendo evitar o adoecimento no trabalho. 

Abstract:

The general objective of this study is to investigate the inter-relation between the human cost of activity and the social relations of labour in a government’s call center service. It consists of a study in Ergonomics of Activity considering three analytical dimensions: social relations of labour, human cost of activity and experiences of well being and discomfort. The Ergonomic Work Analysis – EWA was used as the methodologycal approach whose stages were documentary analysis, application of psycometric scales, systematic and free observation of the activity (30h) and semi-structuralized interviews (n=20). Dispersion and central trend measures were used for the quantitative data analysis, as well as, chi-square test of independence. The treatment of the interviews was conducted with the aid of the Alceste software. The analysis of the outcome identified an association between the social relations of labour and the organization and the conditions of labour. In this sense, improvements or difficulties in one of these dimensions trigger positive or negative consequences over the others. Thus, in order to understand the social relations established in a call center it was necessary to characterize the organization and the conditions of labour prevailing in that context. Regarding the labour organization, call center workers have little autonomy to adjust their work pace and are exposed to repetitive tasks performed under constant monitoring. As for labour conditions, the study identified critical elements regarding the physical environmental aspects and the information management. Such factors interfere in the social relations of labour since the labour organization favours interactions marked by bureaucracy, authoritarism, rigidity and control, while labor conditions contribute to constant conflict between peers and between workers of different hierarchic levels. All these elements of the services environment in call centers bring human costs for the workers which are expended in the physical, the cognitive and the affective spheres. This research highlights mainly the cognitive (the variety of information and the diversity of users) and the affective cost (the control of emotions in the interaction with users). To deal with the human cost, call center workers develop strategies of mediation (reformulating or anticipating the demand, searching on internet, calling the supervision) that may promote well-being when succeeded or, otherwise, can generate discomfort experiences. The social relations of labour, in this context, assume a double function, since they can generate human cost or to play a role as strategy of mediation. The study concludes that when the conditions and organization of labour function as obstacle elements of the activity, the social relations labour assume a key role, since satisfatory interactions produce well being experiences and are able to prevent illness at the working environment .
